Terms of service

These terms set out the rules for using the Asaish Erbil portal. Please read them carefully — by using the portal you agree to be bound by them.

1. Agreement to terms

By creating an account or using any service on this portal, you agree to these Terms of Service and to our Privacy Policy. If you do not agree, please do not use the portal. These terms apply to every visitor, account holder, journalist, and partner agency.

2. Eligibility

You must be at least 13 years old to register an account. Reports about or on behalf of children are accepted from any adult. Officers, partner agencies, and contractors access the portal under separate terms set out in their service agreements.

3. Your account

  • Keep your password confidential and use multi-factor authentication where available.
  • You are responsible for activity carried out under your account.
  • Tell us immediately if you suspect unauthorised access.
  • We may suspend an account that shows signs of compromise to protect you.

4. Acceptable use

You agree NOT to:

  • File a knowingly false report or impersonate another person.
  • Upload malware, run automated scrapers, or attempt to bypass authentication.
  • Harass, threaten, or publish private information about officers, victims, or witnesses.
  • Use the portal for political campaigning or commercial advertising.
  • Reproduce confidential case material without authorisation.

5. False or malicious reports

Knowingly filing a false report wastes emergency resources and may endanger lives. False reports may be prosecuted under Iraqi and Kurdistan Region law, and your account may be permanently banned. Anonymous tips are welcomed when made in good faith.

6. Content you submit

You retain ownership of the photos, videos, and text you upload, but you grant Asaish a non-exclusive, royalty-free licence to use that content for:

  • Investigating and resolving the report or case.
  • Sharing with partner agencies where operationally necessary.
  • Producing anonymised statistics and training material.

You confirm that you have the right to share any content you upload and that it does not infringe anyone else's rights.

7. Service availability

We aim for 99.9% uptime on the portal but do not guarantee uninterrupted service. The portal is one of several ways to reach Asaish — in a life-threatening emergency, always call 122 directly.

8. Third-party content

The portal may link to external websites (maps, weather, news). We are not responsible for the content, accuracy, or availability of those sites. Following an external link is at your own discretion.

9. Intellectual property

The Asaish name, crest, wordmarks, and portal source code are owned by the Directorate of Public Affairs. You may quote and embed published statistics, news releases, and statements for editorial purposes with attribution. Commercial use of any brand asset requires written permission — see the press & media kit.

10. Suspension and termination

We may suspend or terminate access to any account that breaches these terms. You may close your account at any time from the account settings page; case records may be retained where the law requires.

11. Limitation of liability

The portal is provided "as is". To the fullest extent permitted by law, Asaish is not liable for indirect or consequential losses arising from the use of, or inability to use, the portal. This does not limit any statutory rights you may have.

12. Governing law

These terms are governed by the laws in force in the Kurdistan Region of Iraq. Disputes will be heard by the competent courts of Erbil.

13. Changes to these terms

We may update these terms from time to time. Material changes will be announced on this page at least 14 days in advance and, for account holders, by in-app message.
